Pasefika Pulse Trust (the
Trust) was established in 2002 to develop
strategies to assist Pacific Island families to
move from rent-based circumstances into quality,
suitable and affordable home ownership.
In 2003, a joint research
project between the Trust and Housing New
Zealand was undertaken to investigate the
housing information needs of Porirua based
Pacific people. It was found that there was a
significant lack of accessible information
regarding resources and strategies to achieve
home ownership.
These research findings led
to a contract between the Trust and Housing New
Zealand Corporation for the delivery of a home
ownership education package for Pacific people,
which ran from 2004 until 2006. The home
ownership education programme has attracted
people from all walks of life including
beneficiaries and employees (full-time and
part-time). In 2007, the programme was
extended to include the areas of Wellington,
Hutt Valley, Manawatu and Horowhenua.
Our ongoing mission is to
assist Pacific peoples in achieving sustainable
home ownership, by providing quality
information, mentoring and the necessary tools.
We also seek to aid the understanding of Pacific
people with regard to the benefits that home
ownership brings to long-term family security.
Family Budgeting
/ Financial Literacy
A lack of financial
understanding in the mindset of Pacific people
resulted in unrealistic expectations of home
affordability in the context of their social
spending. For example, Pacific people are
often unwilling to compromise on fulfilling
family, cultural and church commitments due to
budget constraints. It is not unusual for
a Pacific family to borrow small sums of money
(unsecured borrowing) for these events at a high interest rate.
Servicing these debts invariably exclude them from
consideration when seeking a mortgage from a
bank. A bank refusal for a mortgage is
often a surprise for many of our clients as they
had mistakenly assumed that the bank would loan
them the equivalent money that they currently
pay for their weekly rental.
Our service has proved
invaluable to all people - and particularly
Pacific Island people - who struggle with debt
management and saving. In August 2009, Pasefika Pulse became an affiliated member of the New Zealand Federation of Family Budgeting Services
NZFFBS.
The accreditation ensures that our budget advise are
according to the Federation
standard practices & code of ethics.
Pasefika Pulse Trust Inc. is
committed to assisting Pacific peoples in their
desire to responsible and sustainable home
ownership. We will work with government,
financial, social, and community stakeholders to
develop and deliver a programme, which will
provide an accessible platform for Pacific
families desiring home ownership.
